This is not normal, very rare, there are usually no problems, but it does happen. There is no flaking bubbling paint along the seams and it does not have any signs of pin holes or leaking.

The petcock threading is good with nothing stripped or missing.

The only exception to this would be defective items. The tank is solid and rust not bad, it will just need to be sanded down repainted.
